There was no immediate comment from Ukraine on Russia's claims. Russia calls foreign fighters who joined Ukrainian forces in the war "mercenaries".
Meanwhile, the governor of the Luhansk province in eastern Ukraine said Russian troops used "scorched earth tactics" against the city of Sievierodonetsk, attacking it with rockets, artillery and mortars.
Serhiy Haidai also told The Associated Press that Lysychansk experienced "shooting day and night." "The Russians tried to break through the main road linking Lysychansk and the city of Bakhmut but failed to seize it," he said.

Haidai said Ukraine could still deliver humanitarian supplies to the region via relatively safe routes.

"Street fighting is underway with varying success in the city blocks," the governor said. "Ukrainian soldiers are fighting for every street and house," he added.
