Parliament Speaker Viacheslav Volodin has revealed this in a statement. Volodin said that Russia needed to strengthen the Armed Forces to help the defense ministry. "Your commander in chief is doing everything to ensure that the army is victorious and increase its effectiveness," said Volodin.

In addition, the head of the parliament's defense committee, Andrey Kartapolov, has also stated the reasons for the amendment to the law. According to him, this will be able to attract "highly professional specialists" in using high-precision weapons. So according to Kartapolov, this recruitment could allow for medical support as well as maintenance.
